Exchange foreign driving license

In certain cases, you may exchange a foreign driving license for a Dutch driving license. Below you can read which conditions apply when. In all cases, you must be registered in the Municipal Personal Records Database (BRP). You must also have a valid residence permit. Was your driving license issued in a country of the European Union (EU) or European Free Trade Association (EFTA)?

Then you can exchange your driving license for a Dutch driving license. Your European driving license may have expired. In that case, you must enclose a statement from the issuing authority that it has no objection to the issue of a Dutch driving license. For some non-European countries, you can exchange a foreign driving license only if it is valid for a certain category.

Exchange request In order to exchange your non-European driving license, it must be valid at the time of application. Your foreign driving license must also have been issued in a period of 1 year in which you lived in the country of issue for at least 185 days. As supporting documents, for example:

  • Copies of your passport (including blank pages);
  • Airline tickets;
  • Employer’s statement;
  • Salary or tax documents;

If your foreign driver’s license is an extension of a previous driver’s license from the same country, you must enclose a document proving this. Exchange a foreign driving license at the municipality. To exchange your driving license, you must go to the municipality where you are registered. The municipality will forward the application to the RDW. Retake the practical exam if it is not possible to exchange a driver’s license. If you cannot exchange your foreign driver’s license, you must take the theory exam and practical exam at the CBR.
